Northern Michigan Ice Storm

 

MI-TF1 and MI-MABAS directly supported the State Emergency Operations Center (SEOC) during the response and recovery efforts for the Northern MI Ice Storm.  Direct support for the disaster started in the early stages of the SEOC activation working with other state department representatives in assisting the affected counties who were overwhelmed and paralyzed by the storm. Specifically, we assisted with planning and coordinating the needs of the local communities while deploying and tracking MI-TF1 and MI-MABAS resources.  The following is a synopsis of both MI-MABAS and MI-TF1 resources that were requested and deployed during the incident:

 

  • Mobile Oxygen Generation Support – MDHHS Request
    The Michigan Department of Health and Human Services (MDHHS) requested MI-TF1 to relocate Mobile Oxygen Generation trailers to support emergency oxygen needs for dependent civilian populations and local Fire/EMS agencies. 
  • Technical Rescue Support Deployment – SEOC Request
    At the request of the State Emergency Operations Center (SEOC), MI-TF1 deployed its Technical Rescue Mission Ready Package (MRP) to assist the Department of Natural Resources (DNR) and local county road commissions with clearing hundreds of miles of primary and secondary roadways, as well as key state infrastructure sites in the most heavily impacted counties. MI-TF1 established its base of operations at Camp Grayling and operated under the DNR Incident Management Team (IMT). A second team was deployed to relieve the initial team, continuing operations on Beaver Island and Mackinac Island. 
  • State Communications Infrastructure Assessment – DTMB/MPSCS Request
    The Department of Technology, Management and Budget (DTMB) and the Michigan Public Safety Communications System (MPSCS) requested two MI-TF1 Unmanned Aerial System (UAS) teams and three MI-MABAS validated UAS teams. The teams were tasked with conducting critical damage assessments on approximately 40 state communications tower sites across seven counties to assist in developing an actionable restoration plan for MPSCS infrastructure.
  • EMS Surge Support – MI-MABAS Ambulance Strike Team Deployment
    In response to a significant surge in EMS calls—an increase of over 350%—the Alpena City Fire Department received mutual aid support from an intra-divisional MI-MABAS Ambulance Strike Team, consisting of five ambulances from within Division 3702. This highlights the importance of having a tiered state-wide network of response capabilities. This AST responded to over 50 EMS calls in the 24 hours after the Ice Storm.
  • Incident Management Support Coordination – SEOC/MABAS
    MI-MABAS assisted in the coordination of deploying two Incident Management Teams (IMTs) to the affected area. One team was assigned to Montmorency County Emergency Management, while the second was assigned to Camp Grayling. These IMTs were tasked with supporting planning and coordination efforts for power restoration in partnership with multiple electric cooperative organizations operating in the affected counties.
